Designing for moderators in an online policymaking discussion forum: interfaces and communities

Abstract
Moderation in online deliberative environments can help citizens participate meaningfully in policymaking by facilitating informed, reasoned, and substantive arguments. Toward designing better interface tools for online deliberation moderators, we carried out an interview study with moderators in RegulationRoom – an experimental online platform designed to engage people in complex federal policy deliberation. Our findings reveal the importance of context in making informed moderation decisions and challenges in attending to different kinds of commenters. Our ongoing work involves design changes that combine multiple information sources in one interface and extend the model of moderation from soliciting effective comments toward facilitating online community building
